depends on how bad the floor is, if its just a few small holes, i would suggest cutting them out and welding in patch panels, if the entire floor is bad you cant go wrong with spending the money of new floors, with out seeing pictures of the floor first its hard to say, now if its just surface rust you can use dupli colors rust converter, it sprays on clear and converts surface rust into primer, works great, then you can top if with some of your POR15 or undercoating
to the best of my knowledge, yes in 1973 Chevrolet did indeed offer the sunroof as an option, now its hard to say for sure if yours if factory, however it is ver well posible due to the fact that it was an option, also keep in mind that it could have been a factory hard top and someon cut the sunroof in, if the headliner looks factory and the weather stripin around the sunroof looks factory then chances are it is a factory roof. hope this helps!
