Strange but nice tune and this is video is clearly from a UK village nearby to a dual carriageway - I guarantee it. It is easy to recognise the type of housing, road signs and road markings if you've lived there. Although there were quite a few smaller overhead power lines which would indicate a more rural/non-suburbs setting.
