I think that's Dan Castellaneta, who provided Doc's voice in the animated series. I though he was okay, but I wish Christopher Lloyd had voiced the animated Doc . Nobody else can say 'Great Scott!' like him :)

@deepmelody1991 Yeah, they're based on the cartoon. It's Dan Castellaneta (Doc's voice actor in the cartoon) doing the commercial, and one of the toys is one of Doc Brown's kids (Verne by the look of it)
