It's called a roof torch, it uses propane and is very safe is used correctly. I use one to kill weeds myself, it's very effective. So why do you think he's crazy? Is it because he actually cares about the appearance of his lawn? I'd be doing a little looking in the mirror before you go calling people crazy.

I used one of those earlier to day when I redid my roof. It helps the tar paper adhere to the roof. You can all so use one fill cracks in a tar drive way.
He's not crazy, you use these so called flamethrowers for roofing purposes. Looks like he's had tarmac put down on the front of his house, which you can use the same tool for.
I would be happy to have a neighbor with a flamethrower.
