Nice finds. As Ikjkorn19 points out the upper part can actually be useful. But it's probably not intentional, but just a result of the nature of climbable surfaces - rickybazire noticed if any part of a wall is a ladder, the entire part of the wall above and below is climbable, too. Probably a game engine thing.

I think that second "ladder" was put there so that you can jump back from that ledge where the electric panel is. Whenever I jump back, Lara always grabs that "second" step.
I think that's just a little bug in the ladder function. Lara rarely grabs the highest possible rung. If you've tried speedrunning the TR2 assault course, you'll know that the jump to the top of the second ladder presents that same problem.
Ah, thanks for sharing. Like in Nevada Desert, that one ledge with that "long ladder" (though I think they represent holes in the cliff?), I have a tough time making her grab the highest rung as well.

Probably not every ladder... I made some tests with Thames Wharf and found various ladders that the extension didn't work.
