It means "I seek refuge in Allah". There are many lectures available on youtube by our knowledgeable shuyookh on the the implications of seeking refuge in Allah (a quick search for Sh. Yasir Qadhi on Dua or Tawheed or Aqeedah, or Hafidh Wisam Sharieff on the meaning of Surah Al-Fatiha would do). In my best attempt, by saying this it means, you admit that Allah and ONLY Allah can protect you from harm. Hope that answers your question?

Hii this is syed.. if u listen carefully the same u can hear "BISMILLAH ALREHMAN ALRAHEEM" in the begning of DUA... and ALLAH says reciet "BISMILLAH ALREHMAN ALRAHEEM" before doing anything, before saying anything...
