Sagat is far more overpowered and one-dimensional than Rufus. I see tons more Rufus players fight for their wins and fail than I do in comparison to Sagat. But that's neither here nor there, I guess. And yes, Tornado Punch can suck the opponent towards Rufus.
Sagat has more reliable and powerful options than Rufus (period). Rufus has a more dynamic mix up game. The reason the previous poster says he is "one-dimensional" is because there is an effective method of play to win with Sagat, using his safest and highest rewarding moves at their optimal distances.
Rufus doesn't have a comparable resoluteness in playstyle due to how his moves are unpredictable and generally safe upon start-up and recovery. This makes Rufus appear powerful by him being able to get away with really stupid shit, however he is not nearly as solid as Sagat.
The most resolute thing you'll see amonst Rufus players is them banking off a randomly connected EX Messiah Kick ~ Ultra.
By the way, Sagat has been determined to be the best character because he wins farrr more on average than Rufus does from all the player data gathered from Japan up until this date. There is no waiting for the future you're talking about, its already been proven.
Yeah but in those match-ups Sagat is 50-50 with over 2/3rd's of the roster... saying he is the best character isn't really fair.
And that Rufus "sucking up Sagat" move is his EX Galactic Tornado. Instead of spinning towards them he stands still and brings the opponent closer to him.
Sagat is fucking imba. If you think otherwise, you're a scrub.
Rufus on the other hand is not even on tier A.

Actually, you're the scrub here. Rufus has been A Tier for a while.
Not that tiers mean anything in SFIV anyway.

@icnfde
Sir, are you dumb? You're correcting a post a year ago. Tiers change. Games change.
Rufus is NOT A-tier in SF4. Maybe in SSF4.
And tiers DO matter. Ever wonder why there's no Dan or Sakura tourney champions? Yeah.

O. K. Thats your oppinion
This here is the First Video in which I saw a Rufus Loose
Sagat is weaker than he was back in Street Fighter Alpha 3
He got to do an EX-Tiger Uppercut for 6 Hit in Alpha 3 it was normal
Sagat is not one-dimensional it is just that everone plays him the same Way i guess
The Future will tell if More Sagat players Win or More Rufus Players Win
Sagat has his weaknesses to he´s slow
You can Jump over or Roll under his Tiger Shot with Abel & Ken
