He then pulled them out asking the camera to focus on them. They would not. The NBC legal department told Carson not to allow Garrison to show the photos and Carson cooperated. Garrison simply wanted to show the pictures to identify who the people in the photo were. The NBC lawyers were worried about losing their government broadcast license The Dallas authorities were saying, at that time, they had no record of their arrest and were of course lying.

Sahl was working for Garrison during his investigation of Clay Shaw. It appears Sahl wanted to get Garrison on national television. Carson, always on the lookout for frauds and blowhards posing as one thing and being another did an outstanding job of revealing Garrison and his irresponsible charges against the CIA and he said he had evidence to prove the agency was involved. He didn't.

The arrest records of the three tramps and John Elrod were discovered by Mary La Fontaine. They were hidden away in a safe, and under federal seal, according to the Dallas city archivist.

The reason they were hidden was that Elrod had overheard Oswald talking to FBI agents, identifying one of the thieves involved in a weapons heist. Of course, the FBI did not want it known that Oswald was an informant for them.
