You know what? The Volturi SUCK at being villains. A villain has great power and great plans. But with the Volturi there's no agenda, no real power; and despite the threat of killing any who stand against them they use any excuse necessary to NOT enforce their power. If they attempted to fight the Nazgul, the Nazgul would completely BUTCHER them. In fact, Dick Dastardly and Muttley were more competant villains them the Volturi. Statler and Waldorf were scarier then they are.

@ronin6401 The Volturi aren't supposed to be villains though. Yes, they seem a little cruel in the books and all but they aren't. They're there to enforce the one rule that is so important for vampires- Keep the secret.

Yeah, people could kill them- the Volturi are just a bunch of ordinary vampires but with a group full of talented people. They're like the prime minister or the president of the vampire world.

Even if it's for the sake of survival, Meyer just isn't a good enough writer to make their actions justified. (In fact, she justifies it by claiming the Volturi only kill people who "won't be missed.") And she certainly isn't good enough of a writer to make them intimidating. In fact, Dark Helmut (Rick Moranis's character from Space Balls) was a better and scarier villain than the Volturi.
