I researched the event and it turns out these people were arrested for protesting without a permit for dancing in an area after a judge affirmed a ban on dancing at the memorial. Essentially, the judge is claiming that these people are required to pay a permit fee to protest against an unlawful order. Read Shuttlesworth v. Birmingham, 394 U.S. 147. “If the state converts a liberty into a privilege, the citizen can engage in the right with impunity.” (cont.)
'Park Police' are not police at all. They have no powers to arrest, detain, or do anything other than ask for you to stop doing something, and then call a real police man/woman if you refuse.
