The only "controlling power" is karma, the result of past actions, certainly within the realm of the human and certainly within the realm of each individual to control and master.
Chakrasambara or Chakrasamvara is a Tantric yidam (deity whose purpose is to be an object of meditation practice) whose name means Bliss Wheel. The wheel of bliss is a description of ultimate reality where no thing is ultimate, as opposed to Samsara, the wheel of deluded reality where some things are grasped as real and/or important.

@Fachh Well the definition of religion you seem to be working with is a very limited, kind of straw man view of Christianity. But that aside, most Buddhists (in actual Buddhist countries, including the monks that are chanting here) pray or worship deities (that is, relatively existing, superhuman entities). The notion that Buddhism boils down to "philosophy" (however you define that) divorced from devotional practices is purely a Western construct that stems from Colonialism.
