People forget Bob Arum wanted no part of making a Floyd-Cotto fight back in 2005/2006 when both were Top Rank fighters. There's an interview on here where he flat out says he had no interest in making that fight and they were both jr. welterweight champions at that time. Also on another note random testing stopped 16 days for Mosely 15 days for Floyd during training for their bout. Also by that same logic you used to explain Barry's body changes apply that to Pacs body changes. The Mayweather's have accused Pac multiple times for the last 2-3 years of being on steroids, but no moves have been made by the boxing commission to test him. People forget Bob Arum wanted no part of making a Floyd-Cotto fight back in 2005/2006 when both were Top Rank fighters. There's an interview on here where he flat out says he had no interest in making that fight and they were both jr. welterweight champions at that time. Look at Cotto's face when he was ringside for the Gatti fight. He wanted nooooo part of Floyd trust me.

Also on another note random testing stopped 16 days for Mosely 15 days for Floyd during training for their bout. Floyd still fought and didn't but about the amount of time stopped before the fight and mostly a fighter to have taken PEDs before.
