u don't know o maybe u do but Rugal as a boss was supouse to use the special movement of the fighter for example if u used the power geiser from terry then rugal was able to use it as a move of his, Akuma know's the hadou but rugal know's the reppuken from hakkio kusaken, the kaiser wave wich is a special movement from krauser and his own movement the gennocide cutter in the case of akume he's in the same movement's as ryu and ken so in conclusion Rugal is a more effective boss

IMO I think Rugal has the mentality and the ambition to surpass Shin Gouki, but at the end of the day his body can't contain such awesome power as the satsui no hadou, orochi etc. since thats exactly why he dies.

As much as I hate to say it, its a good thing too because of just how purely evil he really is as apose to Gouki, who dispite what a lot of you have come to believe, isn't really what you would called "evil". Hes been tempted and overwhelmed by the satsui no hadou, whcih drives him.

He isn't TRULY evil. Because if he were, evil would annihilate anything in it's path. If anything, "they" seek him. And if "he" seeks you.. then be prepared.
