The difference is MINISTRY vs. PREACHING. This is ministry - he is serving, ministering to the needs of the people, and the people did not need to be preached to at this point. He could have just preached, but if he wanted to preach and God wanted him to pray this prayer over the people, THEN he would have been out of order.

I am praying for people like you who assume that man's agenda is God's agenda. The TRUE ORDER is whatever God, the Master of the house wants his servant to do!!! It is His(GOD'S) house, who are you to tell his ministers(servants) that they are out of order and are not following the command of the Master of the house when you don't even know what command He has given them?
