My theory is that they didn't want people seeing how to operate the thing for a risk of theft (I asked one of the people if it was a push button start since that makes sense because if a key were to break it would pause shooting ... he hesistate to answer)

It's slow, big and not very manuverable. That's why Batman doesn't use it very often. Now using it in the first film fine. Then again in DK and again in DKR. Come on, where's the new Batmobile Nolan? Can't someone create a better Batmobile? Like in Batman Arkham Asylum or Batman Arkham City.

As much as people don't like this, I think the tumbler's great! I like the 1989 version just as well. One thing I thought of is that Batman wants to strike fear into the hearts of criminals. He always does. But the 1989 batmobile is attractive and if I were a criminal I'd want to steal it. If I was a criminal and saw the Tumbler, I'd run! Its looks make it scary. Although I will concede that it would look more functional if they built more shields around those tires.
