WWF(E) has never been able to utilize cruiserweights. I am not sure what their malfunction is. It was one of the most popular aspects of WCW, and is fairly popular (a lot of 'X' division matches) in TNA. Even semi-heavyweights with cruiserweight athleticism get nothing (e.g. Shelton Benjamin).

It's sad that so many of the most amazing wrestlers in the world have gone through WWE and gotten nothing to show for it. Taka, Juventud, Tajiri, Essa Rios, etc. And now Matt Sydal and Low Ki. Ugh WWE.
