It's kinda like saying to someone after they get out of a pool to go dry off by taking a shower. What does make sense is that they would want to scare people who find those things scary and evil because they think those people are evil. But, who's really afriad of a statue? I think it represnts something else, like what flags do...
The architect was very aware of the undertones or symbols. I don't think the symbols are meant to be scary in the way we think of "scary" - These are symbols that go back thousands of years, to a time when people were mostly illiterate and symbols had an important role in teaching people. In this case, the symbols, like the Masonic teachings, are meant to guide our behaviour to be persons of character in the way God meant.
They're talking about the building, not the city itself. They chose to put the building near the centre of the continent, and Winnipeg happens to be here. As opposed to placing it in another of Canada's major cities.
There is a similar, but less impressive, legislature in Regina, so ours is not completely unique. And these types of structures, with varying degrees of such symbolism, are all over the world. I am fairly certain Frank Worthington Simon, the architect, was anxious to place special emphasis on this type of symbolism, considering its location.

I cycle by there on the way to the Forks like once a week. It is a really horken building. The pillars are huge. The fountain at the back is pretty nice. It has little places for your horse to drink from but they look more like they belong in a church.
