The majority of Americans at the time barely had any schooling much less the ability to choose a good leader. Therefore, presidential elections were decided by the electoral college, senators were not even voted in by the people. Only representatives were voted in directly by the people and not until Andrew Jackson did people get the chance to vote for senators.

The purpose of the electoral college is to help even out the population edge states with larger populations have over states less populated. Senators were to represent the states interest therefor, until the enactment of the17th amendment Senators were elected by state legislators. Who in turn were elected by popular vote. This way smaller states are not completly domminated by the larger states. This is how a REPUBLIC works.

She was more of a "non-governor" - most of the decisions and politics was handled by Todd Palin, and she rubberstamped what her backers wanted her to do. For very cheap.
