The frame rate depends on how fast the cameraman was cranking and how fast the film was played back when it was transferred to video. The earliest films go back to 1895, far as I know.

I think a normal frame rate back then was ~14 frames per second, or about half of what it is today. I don't see any reason to doubt that this clip is from 1904, and I don't see how you can count frames on youtube.

Yes my friends, video WAS invented back then, but the framerate is far too good to be a video from back then. You guys remember the old chaplin movies? The first one there was from 1917 and did not look nearly as good as this.

However... Why not just let yourselves get amazed by the two acrobats?

Not video, but film rather. The 1880s saw the beginning of it, so this was shot long after it was invented. So, to answer your question - it was definitely already invented by then.
