I have to say, Klonoa's gameplay for the first and second ones are surprisingly addicting and fun. I love this game to bits!! ^^

It's definitely not Japanese. I don't speak it, but I know a few common words and none of them were mentioned that I could hear that lined up with the dialogue boxes.

I'd call it semi-gibberish, considering it's used like an actual language... unless it's an existing language that I'm not aware of... but none of the characters use the same words unless names are involved.

It could be a invented language for the game series. Because this website has Song Lyrics and song translation. look up klonoa 2 on Gamefaqs. Its under "Song Lyrics"

Wahoo! ahh klonoa, now that was worth it and excellent job. fills my heart good to see a heartwraming game done so well in gameplay. though i'm still in a tussle on wether stepping wind shoulda been used for this stage or joijant jungle ride stage. heh, well can't question Namco.
