I've always thought that sounds like Paris Jackson, but it's not, it's from a remixed version of the song 'Heaven' that was released in 2002 to mark a year since 9/11. It's the child of a firefighter who died. The second voice about the birthday cake is Paris and they do sound similar, but it's not the same little girl.
