A MOD is a modification the a game such as a new or changed car, plane or map. The change the way the original game operates or looks. I'm not sure how people make them but I do know you need 3D and computer graphics skills.

2. Follow instructions, make sure to install into your gtavc directory

3. IMPORTANT!!!! When GTA3 mod installer comes up, select the 3rd option to install the mod, NOT CARS!!!

Yes it is safe and it wont slow down your computer. But this game only works on PC so your PC must be powerful. But yours sounds a bit old so i would not install it to the game. This is because the pictures / textures the game has to load will be to much for the game and it will lag

No you cant mod the ps2 version.Thats where consoles are restricted in games PC gives you more freedom and more value for money.
