Owning a traffic signal is interesting to have. Especially if you like them and like to collect them as a hobby. I know it may sound wierd, but there are people out there who like them and like to collect them as a hobby. I'm one of them.
Saw this once too. The lights went into alarm flashing mode due to a broken cable that gave a short circuit.
While flashing, the frequency changed from time to time. When the cable was replaced, the installation was put in flashing mode manually as a test, and the frequency was normal again.
It's part of my traffic light collection. I collect signals as well as fire alarms. Something went wrong with the flasher panel and made it flash too fast, but I fixed it. The light is a LexaLite Safetran 8" RYG, if anyone is wondering what type it is.

That seems to be standard 1 flash per second rate. It looks ok to me.

On eBay, they run around $20-$100. Sometimes, if you're lucky, you can find them for $10. I did once.

Just go one eBay and search for "traffic light". I got this one from the city, and obtained it when they were upgrading lights.

kinda reminds me, a few years back after a power outage, the same problem occur with a set of lights. At least DOT got on top of it
