You are rather dumb :) He lags "like hell" because Fraps has set framerates to record at, he has it at 30. So the reason he lags like hell is because he is recording *and the CPU doesn't have the cores nor the hertz to record at 50 or higher*, you'll notice it says he gets 50-100 fps without recording.

Well CoD 4 runs on DriectX 9 even if you play it on Vista and in my experience I get shitty FPS playing it on Vista. For me CoD4 runs smoother on XP than Vista.

Sure there are many games that can be acquired by using torrent (aka Pirating).
But most of these games cannot be played online due the the overused cd-keys whos value for online play is practically 0 unless you know private servers for the specified game.
So please be more specific the next time you answer a question in an incomplete and rude manner.
