After the fall of the Republic, although most of the storm troopers were compromised of the Jango Fett clones, new DNA templates were used to make new clones after the battle of Kamino. Shortly after the start of the galactic civil war, humans were enlisted as storm troopers.

When the Empire took power they opened up academies to train normal, non-clone humans. Plus any clone alive at this point would have had to been unaltered. (ie, Boba Fett)
