Hello, yes wait 20-30 min between coats of lacquer, except where noted in the video to wait for a few days.
The polishing is for high-gloss finishes. For Matt-black, you would not need to polish.
These guidlines are for plastic model cars, not die-cast (metal) cars. Not sure what paint to use on the metal cars, best guess would be enamels. When in doubt, experiment on an old car or scrap materials.
I'm going to paint my countach body with only acrylic paint and a brush.

If the Krylon is an enamel primer, using with the testors spray enamel should work. As always, test on scrap plastic.
Combining enamel with (acrylic) lacquer is much more iffy...lacquer over enamel will likely have disastrous results, please avoid!
