@tomekkk10000 yeas it was enough time for me to know that pvc is chlorine donor but with any copper salt except copper chlorides u will never get any color without chlorine donor like pvc or parlon ...etc but the bade thing is that i fount coarse pvc powder its not suitable for pyro do u have an idea on how to make it finer powder i tried grinding in coffee grinder but pvc is littlelike rubber < its flabby and cannot be grinded
Chlorate stars are OK to be primed with straight BP. Making chlorate/sulfur mixtures is questionable, it can be done safely though. The sulfur has to be acid free, pure.
@Mnemotron2010 mine have yet as i when making purposely set some aside in safe place about three weeks ago,i think its a chance but not high as is flash going up in ones face,for the Maltese its been many many years with no auto ignition
@vh718 There's already sulphur in the star, so it won't really make a difference.. What you should do, is that you should replace the sulphur in the starmix with sugar, red gum or maybe some charcoal and then prime it with sulphurless BP if needed. :D

i used shellac instead of pvc but its white not blue just yellowish white flame can any one explain why (i cant find pvc or red gum)

@Real0Nighto Shellac is only fuel and binder. PVC is chloride donor with gives you better colour

There's very great danger of using CuCl2 to chlorate compositions, I wouldn't do it.

CuCl2 with KClO3 will have similar issues. It is also hygroscopic and acidic in solution. I advise you to not do it.

Keep in mind that sugar/red gum have a different fuel value than sulfur. You can't replace directly without doing oxygen balance.
This formula seems OK, it's very oxygen negative for my taste, but it will do.
