Probaby many varying reasons depending on whom.
Very unassuming personality and presence.
Showed as weak early in the game competing, so they may be continually surprised at how much prowess he actually has: as if it's a fluke when perhaps before he was just dehydrated.
They aren't as smart as he is, I.Q. wise, except perhaps for Cindy.
He is the most trustworthy person out there and is liked, respected, and thus needed
They think they can beat him, and that there are bigger fish to fry.

Ultimately, Rafe flies an extremely effective below-the-radar game. Many lousy players describe themselves thus, but it's actually coat tail coasting and everyone knows it. With Rafe? He's knowledgeable, shrewd, has a good heart and high in people skills, and is agile enough physically.
Because he has a good heart and integrity, the players that are at the bottom of the totem pole needing numbers have seen him as the only one to appeal to--as long as the people they will target are nasty.
