They usually decide it on which superstar draws the crowd the most. Back than it was the Rock, SCSA, Bret Hart, Hulk Hogan. Now superstars like Cena, Edge, HHH, and Randy Orton draw the crowd the most. I'd agree that some of the current stars that are champs aren't as talented as some of the ones who never get a shot but WWE is most interested in selling tickets. It makes sense since it is the business' goal to make the most profit.

I miss the days when we had [the real] ECW and WCW to compete with the WWE (then WWF). I haven't watched more than 5 minutes of a WWE show in a couple years now. Without genuine competition there is no raising of the bar, nothing new ever happening and with one company in charge of all the story lines, that won't change.
