It probably has to be a very large crime to be eligible for a pardon. Take a toke on some weed, go over speed and talk back to the cop, throw em in jail. Steal a couple of billion from people through fraud and ponzi schemes and never even go to court. Take some drug cartel money, like billions and launder it, pay a small fine and keep the rest, ah yes, America land of the free for the super connected and rich. Nothing corrupt at all.
