the reason ohranger wasn't good was because it started out serious, but then there was a terorist attack half way through the series and so they changed to comedy that change made it unpopular. also that's why to make up for it carranger was made as just a comedy.

(i haven't seen ohranger or carranger, i've just read up on these thing's, the only series i've seen are aba, and deka)

I think it was due to the fact that the previous series Ohranger didn't do so well and it almost ended the Super Sentai franchise so the writers felt like they needed a theme that will keep the audience.

so they made up Gekisou Sentai Carranger. Which spoofed & paradodied the whole Super Sentai franchise while at the same time being a season itself but lacked the serious tone unlike its predeccessors.
