Israel has no right to imprison even one Palestinian. Palestine is meant to be a separate country, according to the Partition Plan that granted Israel Statehood. the UN had a responsibility to ensure Palestine became a separate, and VIABLE country - still has this responsibility.

If Israel had never imprisoned Palestinians, Gilad would never have been captured, because he would never have had to do military service.

Israel can afford them visits because, such visits don't mean the Palestinians will know where they are and have the ability to attack the place to free them. So, disclosing their location is no risk to Israel's interests. If that weren't the case, then the Israeli govt would've declared that making their location public would be "a threat to national security" just as it has in MANY court hearings that it feels would cast Israel in a bad light.
