You'd be right. When you beat Extreme in Infinity Mission you get a little info bubble saying Roy Campbell's Leg has Healed and he joins your team. Oddly enough, he's worse all-around than the unlockable characters when you beat Normal and Hard, so apparently he's just a trophy.
This isn't plus, and Campbell is a hack, I have it. It MIGHT be + BUT WITH A GODDAMN HACK! CAMPBELL WAS NEVER SUPPOSED TO BE A PLAYABLE CHARACTER! *freaks out*
