I don't think this is as clear cut and dry as either group is claiming. I don't see the Palestinians or Israel as either the agressors or the defenders, I see an issue being resolved through violence because it is the only way it can be done, considering the intent of both groups. The famous case where UNRWA accused Israel of bombing a school, was later proved to be 'not too far from a school' (which is very different since it's public land).
