2 reasons, 1 he has no projectile attacks, I mean I ussualy don't have a problem with that, because wolverine didn't have any projectiles in the X-Men fighting game either, but they are 10 times more useful than most of zangief's, and 2 because that Screw Pile Driver and Final Atomic Buster attack is so HARD TO DO, it's the most powerful atack he has and I get my ass kicked just trying to do it! SERIOUSLY!!!!

I tried, a lot of times but I seriously think that it would be a lot easier if I didn't have to press up to perform that move, I'm not the only one who thinks that pressing up to perform a move is bullcrap, if you watch the Sega 32X episode of the AVGN you'll see he mentions that too. Zangief is indeed a difficult character to use. But he is good if you know how to use him (that is the case with most characters).And you do not have to press up to perform the move. As long as you perform a 360 motion, then you can pull it off.
