The Franken amendment should go further, requiring that US contractors working outside the criminal jurisdiction of the United States be subject to US laws and the contractors should be required to report all such incidents. The Franken amendment only allows the victim to sue the corporation. The republicans wouldn't even allow her that much justice!

The problem with Frankin Amendment is it was ex post facto. If new Defense Contracts want to include rules about sexual assault and harassment then make it so.

IBM and Boeing along with Defense Dept and Chamber of Commerce were against passing a law that would punish a current contractor via ex post facto.
