Government regulated net neutrality is exactly that but on the Internet. There are some serious fucking privacy issues involved with that.

Does the internet work right now, as it is? YES IT DOES. Net neutrality is dressed up to look like something that is good for freedom of the internet. But the point she is making is that no government should feel as if they can legislate for or against anything that goes on with regards to the internet. Once you allow the premise that the government has the power to regulate the internet or pass a law stating that the internet is off limits. leave it the fuck alone!! The internet works fine.
