cuz it wasn't the national holiday parade. it's the parade done in the wake of one of the biggest military exercises ever done by the PLA. You know, back in 81, less than 2 years after Soviet invasion of Afghanistan, 2 years after Chinese invasion of Vietnam and 2 years before another major outburst of border conflicts with Vietnam, there was still very real threat of large-scale land war. Everything military back then was about countering Soviet Threat, i.e. ICBM, neutron bomb.

回楼主：这是作战部队，跟天安门广场那些花拳绣腿不是一个级别的。每支方队前面都有两个人，这次阅兵走在队前的最高级别是副师，嘿嘿。
而且最近几年的阅兵式越来越没看头了，奶油兵太多。喊个号子都没有雄性的浑厚。

Thats good question, They tried to make a formal cermony for the army rather that a party. it was PLA part
