It's a legal agreement you accept when you install the software that explains what you can and cannot legally do with it. The EULA (End User License Agreement) with the Linux OS, for example, allows you to legally make copies and freely distribute that particular operating system.
The thing with OS X goes for anyone, but I think it would be businesses who Apple would target before anything else.

Technically any user with a LEGAL copy of OS X can install the software on any computer they want provided it has an apple sticker on it. Slap a picture of a Red Delicious on your HP case and you should be fine.

i had this on my toshiba satellite but i never could get it to recognize my disc drive.
i also found that it made my pc run hotter and it seemed to be using quite a bit of memory.
