I think what Vic said was right one about the parent. However, I think what he meant was for those parents who do care about their kids and raise them right. He knows what it's like to have a parent not care. (i.e. his father was never involved in his life... he's said this in a panel)
You're right, there are very bad parents out there, but right now, he's talking to/for those who have loving, caring, devoted parents.
