It's a whole lot easer to swing the tower up to vertical if you don't have all that weight of antenna, mast and rotator at the end - remember your Physics class about levers? Tip up the tower, secure it, then climb it and mount the antennas. :-)
@ohgary1 -> I agree, it would have been nice if you were going to raise it this way anyway (not section by section) that you had more fellow hams/friends/whomever present... But at least it's up and no one got hurt. Glad to see the guys on the roof didnt get thrown...
As a person that is trained in high angle rescue, occupational health and safety as well as I have serviced towers up to 300 feet I can tell you that is not the right way. First off the guy on the roof has no fall arrest. Second the 3 of them are not wearing hard hats. If the tower slipped it would pull the guy off the roof and split the guys heads open on the ground.
what is the cost of that tower and where can i get one thanks

NO!!! thats still the wrong way, Far to few people. The correct way is to mount the base and built up from the ground.

At least the guy has help. After several attempts at trying to get mine up by myself.
It looks a bit rough, kind of bent , broken in a few spots, but it works. Funny how friends disappear when you need them.
