What time of the year should this type of pruning be done? Mainly in the fall or spring?

@saburkel: After the first hard frost in the winter. Or in January in milder weather.

Excellent video... I wish we could leave our roses taller through the winter, but our ice storms here in Georgia break the canes down pretty bad.
