@shaunoftheundead that is a courtship ritual. the actual mating takes place on a surface, the male's something-sac needs to . . . whatever someone else explained I don't know the details. The talon-locking thing is a courtship they usually do before mating season but also year-round.

I'm still waiting for the day I get a shot of that, eagles locked together spiralling fast towards the earth, I've seen it but unfortunately missed it with the camera.

oh that is a common misconception; the locking-claws is part of the courtship, not the actual mating. They don't mate while locking claws, it's a test of skill and will, for the female (usually) to decide if the male is up to snuff.
