Its about the Raiders. Steve Sabol is not some poet, he is the NFL Films president and back then he was working on the intro for a documentary about the Raiders. NFL Films is owned by his family, his dad was president back then. Al Davis is tight with the Sabol family and approved the use in association with the Raiders before they put it in the documentary.

Now maybe it took a life of its own in that the Raiders kept using it. But they didn't hijack some 1800s poem about the weather.
