You know everybody talks about how if they ever brought Joker back that Joseph Gordon Levitt should be him because he looks just like Heath and does have the acting chops, but in my personal opinion the only actor off the top of my head that could go as dark and bizarre as Heath did and give you that creepy feeling when he's on screen with his voice alone is Keifer Sutherland.

1) Joker's laugh emphasizes his nihilism: not afraid to die, enjoys the thrill of falling.

2) He's also laughing AT Batman :He knows him very well, he knows Batman will at least try to pull him up because his nature stops him from being a murderer. This uncertainty makes him laugh: if Batman kills him, Joker achieved his goal to push Batman to his limits to the point of becoming a murderer - and if he saves him, he's still alive for more fun.
