No you have to double the numbers. If in Bertini's time a tempo of 1 meant tick *and* tack, that would be a tempo of 2 now. So on 18, if it says 88 Allegretto, that would be 176 in modern measures. My book even says 192. It's insanely fast! I took it to be a typo and thought it actually meant 1/8 = 192 Allegretto which would be 1/4 dot = 64 Allegretto, somewhere between your 44 and 88.
