I know this is just a comedy vid but... There's no way the cop would have seen him, the only speedster to run that slow was Jay, but that's because he was the fastest human alive, he didn't really have super speed. Actually, it's possible to get a speeding ticket on a bicycle, even though it doesn't have a motor. But you're basically correct, a pedestrian can't be charged with speeding, no matter how fast he runs. Not that that really matters, because if you piss off a cop for any reason, he'll just cite you for "disorderly conduct" if he can't find a more specific charge.

Actually the police officer is entirely right. The Flash is randomly depicted as having or not having a "Speedster Consciousness" where he percieves everything as incredibly slow. Without it, trying to move that fast will make him run through a building and splatter an entire city of people just by running by them.
