Current "Islamic" governments are a joke. Hizb seeks to correct this. Iran, Saudi Arabia, Pakistan, Iraq... all very far from an "Islamic" state. So these make for examples of Khilafa, you should look to the time of the Prophet and the Rightly Guided Caliphs.
