Maybe these are for Vista only, but animated wallpapers in general aren't. My KDE 4.2 desktop supports animated wallpapers.

And KDE 4.3 even has interactive wallpapers: Marble's desktop globe and a Mandelbrot plug-in, to be specific. They're pretty damn cool.
/me is using KDE 4.3 RC2.
