Did you know that the first binary character on a CD being a 1 is what makes it bootable? Funny how that one little difference can change how you turn on your computer. That's why it's so important when you're creating a recovery CD for your OS and you are asked if you want to make the disk bootable, you need to say yes. If you don't, that first little character will be a zero and you will never be able to use your recovery CD.
to spoil the fun: even if you could, more than 99% would be wasted space because there's not enough data to fill it...and not to talk of the time it would take to download the internet to your device :D
